Kelly was born and raised in Auburn, Maine, attending grade school and high school and later, raising her children here. She attended the University of Maine at Augusta and the University of Maine School of Law. She was admitted to the Maine and U.S. District Court Bars in 1991 and has practiced law ever since.
Kelly enjoys cooking, travel, and spending time with her family and two dogs.
